To deliver services in the community by reaching out and assisting, with care and compassion, those in need.

 

Background Information

 

In 1999, the governor and the legislature enacted Assembly Bill 1682.  It required California counties to designate an employer of record for the In-Home Supportive Services (IHSS) Individual Providers (IPs) for the purpose of collective bargaining.  The IPs perform household chores, personal care services and/or protective supervision for disabled, blind, or elderly clients, who qualify for services based upon their need and income.  IHSS client/Consumer hires and is the employer of the IP.  

In addition to collective bargaining, the IHSS Public Authority is required to perform the following functions:

  • Establish a provider registry to assist IHSS recipients to find a provider.

  • Establish a referral system under which IHSS providers are referred to recipients.

  • Investigate the qualifications and backgrounds of potential providers.

  • Provide access to training for providers and recipients.

  • Perform any other functions related to the delivery of In-Home Supportive Services.

  • Ensure the requirements of the Personal Care Services Program are met.
